MOT Study Mission to Australia: Valuable exchange for better transport operations in Vietnam 


Aus4Transport, the Australian initiative supporting the Government of Vietnam to develop high quality transport infrastructure, recently organised a study mission to Australia for leaders and policymakers from the Ministry of Transport, along with representatives from the Ministry of Planning and Investment and the Ministry of Finance, from 24 June to 02 July. The mission was a big success, and all MOT counterparts were enthusiastic about applying their newly acquired knowledge to the transport sector in Vietnam. 
Aiming to enhance capacity and support the institutional strengthening of MOT, the study mission facilitated the exchange of experiences and lessons learnt between MOT leadership and related Australian institutions, agencies, and private sector organisations.  The Vietnamese delegation had the opportunity to learn about innovative technologies and optimal development strategies that will strongly support the advancement of the transport sector in Vietnam.

CHCIP - DDD: Parties share experiences and lessons learned during the final workshop 


Aus4Transport, along with the Design Consultant and all related counterparts, met at the end of July to hold the final workshop for the Detailed Design and Documentation (DDD) of the Central Highlands Connectivity Improvement Project (CHCIP). The event marked the conclusion of the parties’ successful joint effort to finalise a high-quality design for National Highway 19, a major arterial highway connecting the port city of Quy Nhon with Cambodia and the Le Thanh border gate in Gia Lai province.  
The workshop provided an opportunity for the participants to review and assess the whole design process, including both engineering and non-engineering components, becoming a productive exercise focused on challenges and successes and helping identify lessons learnt that will be considered for the planning and implementation of future projects. Aus4Transport continues to support the development of an efficient road network that contributes to Vietnam’s socio-economic progress.

Aus4Transport continues  addressing Social and Environmental considerations in transport Infrastructure projects


The Vietnam Inland Waterways Administration (VIWA) has made big progress on the activity “Environmental and Social Benefits and Costs of Transport Infrastructure Projects” (ESIA). After more than two years of intense research and development, and with the close support of Aus4Transport, VIWA has recently issued its Sector Standards (TCCS) to ensure inland-waterway infrastructure projects comply with and support environmental and social requirements set by the Government of Vietnam. In the same line, the Vietnam National Railway Authority (VNRA) and the Directorate for Roads of Vietnam (DRVN) are expected to issue their TCCSs during September 2022.
The three sets of Sector Standards, one for each sub-sector, provide comprehensive guidelines on how to undertake environmental and social impact assessments, and ensure there is a fair balance between economic development and socio-environmental protection in all transport infrastructure projects in Vietnam. Aus4Transport, together with the Department of Environment, are very proud of the achievements of this activity and look forward to seeing the Standards successfully implemented.

Comprehensive awareness campaing against HIV/AIDS and human trafficking to start soon in the Northern Mountains province


Aus4Transport is about to start the implementation of an HIV/AIDS and Human Trafficking Awareness Program (HHTAP) in several towns and districts of the Northern Mountains provinces. The campaign, that will benefit more than 68,000 people around the towns and villages of the provinces of Lai Chau, Lao Cai and Yen Bai, will be delivered by an independent service provider and managed by Aus4Transport in collaboration with the Ministry of Transport. The activity is in the final stages of procurement and it is expected to start in September 2022.
The HHTAP will raise awareness and understanding about HIV/AIDS, STIs, safe migration practices and human trafficking risk among local communities, ethnic minorities, construction and transportation workers, injecting drug users and sex workers, all considered to be at high-risk of being negatively impacted by the NMPTCP.
It also aims to promote preventive behaviours, increase capacity of local authorities to implement HIV/AIDS and Human Trafficking Programs in the future, and reduce social stigma and discrimination towards people who have been infected with HIV/AIDS or are survivors of human trafficking.

Preventing the potential negative social impacts of transport infratructure projects


As part of the Detailed Design and Documentation (DDD) of the Northern Mountains Provinces Transport Connectivity Project (NMTCP), Aus4Transport will soon start implementing an HIV/AIDS and Human Trafficking Awareness Program (HHTAP). 

The HHTAP will raise awareness and understanding about HIV/AIDS, STIs, safe migration practices and human trafficking risk identification among the target audiences. 

The HHTAP campaign will benefit more than 68,000 people around the towns and villages of the provinces of Lai Chau, Lao Cai and Yen Bai, in the Northern Mountains Provinces. The Program was agreed with the Asian Development Bank during the early stages of the Project’s preparation and is a key mechanism for addressing some of the potential risks associated with the road upgrade.

The campaign aims to promote preventive behaviours, increase capacity of local authorities to implement HIV/AIDS and Human Trafficking Programs in the future, and reduce social stigma and discrimination towards people who have been infected with HIV/AIDS or are survivors of human trafficking. 

This activity, together with the design and implementation of the Axle Load Control Program (ALCP) and the Road Safety Awareness Campaign (RSAC), are the three non-engineering components of the NMPTCP that are supported by Aus4Transport.These components are crucial to achieving the overall intended Project objectives of accelerating economic, sociocultural, and environmental development in the Northern Mountain Provinces.

The HHTAP, is being financed under a grant provided by the Australian Department of Foreign Affairs and Trade (DFAT) via the Aus4Transport Program and will be implemented for approximately 2 years during the construction period of the NMPTCP. It will engage about 68,000 people from key target groups in the project area, aiming to make a real impact on the long-term prevention and incidence of HIV, AIDS and Human Trafficking in the area.
