Strong commitment for the partnership between MoT and Aus4Transport | The Vice Minister of Transport, H.E. Nguyen Ngoc Dong, and the Deputy Head of Mission of Australia in Vietnam, H.E Andrew Barnes, confirmed, during the last Program Steering Committee meeting in December 2020, their strong commitment to the success of the partnership between the two governments. Among other agreements, the parties decided to increase the frequency of coordination meetings to accelerate progress and ensure Aus4Transport continues to enhance transport infrastructure in Vietnam. |

Looking at a greener future: empowering inland waterway transport in Vietnam | Aus4Transport is starting the new year with strong signals of success by launching the new activity Integrated Management Information System to support Inland Waterway Transport Improvement (IW-MIS). This activity will support the Government of Vietnam (GOV) with their development of inland waterways transportation, leading the country, in the long-term, towards a more affordable, more reliable and less polluting transportation system.

Did you know that only 4% of public transport in Vietnam is considered to be accessible by people with disabilities? This statistic excludes anyone else with accessibility needs, such as children, pregnant women, people with prams, elderly, and illiterate people, to name just a few. TheTransport Development and Strategy Institute (TDSI), together with Aus4Transport, launched a new activity focused on improving accessibility to the transport network. |

Aus4Transport social focus: Mainstreaming GESI in the transport infrastructure sector | In its desire to promote economic growth, reduce poverty and ensure sustainable development, the Government of Vietnam is putting a stronger focus on ensuring its gender equality priorities, objectives and strategies are known and applied.
Aus4Transport is supporting the Ministry of Transport to raise, within the transport sector, the understanding of Gender Equality and Social Inclusion (GESI) issues, requirements and benefits, and to ensure these concepts are systematically incorporated into transport infrastructure projects across the country. |

| | Local consultations to ensure prosperity for everyone, especially vulnerable groups |
Between 15 January and 2 February in the provinces of Lai Chau, Lao Cai and Yen Bai, an independent team interviewed approximately 30% of the estimated 4,238 households that will be affected by the road upgrade. The results will be analysed and collated into a database, informing plans and measures for resettlement, livelihood restoration and ethnic minority development. Participants, mostly farmers and women belonging to ethnic minorities, showed great support for the project and expressed their happiness to be consulted and considered. |

Farmers and women keep high hopes for the upgrade of the Noi Bai - Lao Cai expressway |

| “Women from the ethnic minorities lead a very difficult life. With the new road, they can go farming more conveniently and can trade farming products to improve local living conditions.” |
| Arecent site visit to Lao Cai showed residents are very supportive of the upgrade of the provincial roads connecting to Noi Bai-Lao Cai expressway that will link the poor provinces of the North-West of Vietnam to the Greater Mekong Subregion (GMS) economic corridor.

| Interviews carried out as a part of the socio-economic surveys indicate local people, especially farmers and women, are enthusiastic about the opportunities for economic and social development that the upgraded road will bring. |

Aus4Transport finished the year 2020 on a high, as 34 km of roads of the Detail Engineering Designs were approved for procurement. These soon-to-commence projects are split in three road sections between Quy Nhon and Pleiku, in Gia Lai province, and will assist the Government of Vietnam in its economic recovery efforts by creating jobs and boosting local economies, now and into the future.

The partnership between the Government of Vietnam, the Government of Australia and the World Bank in the Central Highlands Connectivity Improvement Project is contributing to the development of the Asian Highway system. Once finalised, the project will facilitate connection with neighbouring countries and strengthen the transport and logistics connectivity from the Central Highlands to the Central Coastal Provinces.
Top priorities for this activity have been to ensure that National Highway 19 incorporates climate resilience measures and meets international traffic safety standards. | |

| Independent team’s review recommends up to 5-year extension for Aus4Transport | |

The independent Mid-Term Review (MTR), initiated by DFAT in October 2020 to evaluate Aus4Transport’s progress and relevance, concluded that a program extension of up to 5 years would be highly beneficial, as it will provide Vietnam with the extra support needed to continue positioning its transport infrastructure sector towards international standards.
Following a learning period, the Program is running smoothly and making an important contribution to the development of Vietnam’s infrastructure. Activities are progressing successfully, and the parties are committed and enthusiastic about the opportunities for change and growth that Aus4Transport is bringing. |
