Recruitment of a Senior Waterways Transport Economist

BACKGROUND
The proposed World Bank-funded Southern Region Waterways and Transport Logistic Corridors (SWLC) Project will improve the direct inland waterways connection from the Vietnam Mekong Delta (MKD) and, from Binh Duong and Dong Nai Industrial Zones (via Dong Nai river) to the CMTV Port complex.
The project Feasibility Study (FS) was initially prepared in 2017. The FS needs to be updated to (i) incorporate changes in the original project scope, updated traffic projections and economic conditions in the Vietnam Mekong Delta (MKD) and (ii) address the climate change issue.
The consulting services (the Services) required for updating the FS will be financed by the Government of Australia through the Aus4Transport Program (the Program). The Services will be provided by a national consulting firm to be recruited by the Program Managing Contractor (PMC) through a contract signed, executed, and remunerated by the PMC. The delivery of services will be managed and monitored by the PMC in close cooperation with the Project Management Unit-Waterways (PMU-W).
The national consulting firms will be assisted by two individual consultants, a senior Waterways Transport Economist and senior Waterways and Port Engineer, with international experience, to be engaged through separate individual consultant contracts to be signed, executed, and remunerated by the PMC.
The senior Waterways Transport Economist will be responsible for:

Supporting the national Team Leader in coordinating the team activities in all economic and financial aspects of the feasibility study;

Delivering key technical inputs during the services inception phase;

Supporting and providing guidance during the period of services to the national consultants involved in the updates of all economic and financial-related documentation;

Assisting the national team and the individual Waterways and Port Engineer in identifying cost-effective engineering options;

Ensuring the consistency of national consultant inputs,
-
Contributing to and reviewing the draft documents of all economic and financial aspects prepared by the national consultants to ensure completeness, adequate structure, content consistency as well as consistency with other relevant documents; and
- Supporting the national Team Leader in ensuring timely delivery of outputs/requirements.
The senior Waterways and Port Engineer will be responsible for:

Supporting the national Team Leader in coordinating the team activities in all engineering aspects of the feasibility study;

Delivering key technical inputs during the services inception phase;

Supporting and provide guidance during the period of services to the national consultants involved in the updates of engineering-related documentation;

Identifying cost-effective engineering options and support the national Team Leader with engineering justifications;

Ensuring the consistency of national consultants’ inputs in term of engineering aspects;

Contributing to and review draft engineering documents prepared by the national consultants to ensure completeness, adequate structure, content consistency as well as consistency with other relevant documents; and
- Support the national Team Leader in ensuring timely delivery of outputs/requirements.
The PMC is now seeking expressions of interest from highly qualified and experienced Waterways Transport Economist and highly qualified and experienced Waterways and Port Engineer. Given the COVID-19-imposed travel restrictions, applications from international consultants residing in Vietnam would be preferred. Applications from highly qualified and experience consultants will be entertained.
The interested candidates should have the following experience and qualifications:
The senior Waterways and Port Engineer:

A post graduate degree in civil engineering preferably applied to waterway works;

At least 20 years of experience in designing waterway and port infrastructures or five waterway and port infrastructure projects, including passenger and container terminals;

Experience in at least five transport feasibility studies;
-
Experience in working with teams of national consultants for major infrastructure projects within South-East Asia, preferably in Vietnam;
-
Experience in World Bank or Asian Development Bank funded projects; and
- A high level of proficiency in English, both written and spoken, is required.
The senior Waterways Transport Economist:
-
A relevant post-graduate degree in transport economics;
-
At least 20 years of experience in feasibility studies for transport infrastructure projects, preferably in inland waterways;

Experience in at least five feasibility or similar studies for inland waterway infrastructure projects;
-
Experience in South-East Asia and/or in Vietnam;
-
Experience in World Bank or Asian Development Bank-funded projects; and
- A high level of proficiency in English, both written and spoken, is required.
