REQUEST FOR EXPRESSION OF INTEREST
Study to Propose Investment Policy for Improvement of the Navigation Clearance on the Northern Inland Waterway Infrastructure (NIWIS)

BACKGROUND
The Aus4Transport Program is a facility granted by the Government of Australia via the Department of Foreign Affairs and Trade (DFAT) to the Government of Vietnam via the Ministry of Transport (MOT). The goal of the Program is to increase investment in Vietnam’s transport infrastructure leading to an improved national transport network that supports economic growth and poverty reduction.
The Program intends to apply part of the Grant proceeds for the “Study to Propose Investment Policy for Improvement of Navigation Clearance on the Northern Inland Waterway Infrastructure (NIWIS)” Consulting Services to support Project Management Unit of Waterway (PMU-W) and Ministry of Transport (MOT) to:
- Collect data, undertake surveys (topography, hydrology, geological etc), consult and analyse the list of projects in accordance with the PM Decision 1269/QĐ-TTg dated 19 October 2022;
- Prepare a list of the prioritized infrastructure and navigation aid projects to be submitted to PMU-W for MOT acceptance; and
- Carry out the pre-Feasibility Study (Pre FS) for the selected projects including preparing preliminary designs, socio-economic studies, cost estimates, cost benefit analysis and consideration of potential climate change issues.
Aus4Transport now invites eligible national firms to submit expressions of interest (EOI) for the provision of Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Program now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. The Services are planned to commence in November 2023 and be completed by May 2024.
The shortlisting criteria are:
- Long standing experience in waterway structures and bridge development projects;
- Proven experience in preparation of planning, pre-FS and/or FS for inland waterways development including channel training works and bridge projects, Proven experience in addressing climate resilience in transport infrastructure projects;
- Prior experience of working with MOT and/or MDBs (eg. WB, ADB, JICA, DFAT etc.) is preferred.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The pre-qualification documents should include:
- Profile of the firm including business registration and professional licenses;
- Project references, and datasheets demonstrating experience on similar assignments as well as the expertise of the Consultant’s team.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with a Quality- and Cost-Based Selection (QCBS) method.
